Online Present: Marla Contos
I. Call to Order – Meeting was called to order at 6:06, Bob mentioned that this is the first meeting where we have been able to have neighbors join the meeting online and thanked Steven Contos for pulling that together and Aloysia Mitchell for suggesting it. The hope is to have more people join in as they are made aware of it.

II. Approval of the Minutes of January 14, 2026 – Motion to approve the minutes was made by Ron Givens and seconded by Jerry Quintiliani.

III. Treasurer’s Report – Marguerite – A detailed report was handed out by Chris Everts as Marguerite was running late. Balance in account as of 3/11/26 is $1,821.51 (See Attached Treasures report)

IV. Committee Reports
a. Membership – Chris Everts- Collecting dues is slow going, but 10 households had paid so far. Out of those 10 there were no new households. Last year was the worse year for collecting dues. We need to work on getting more residents to pay. He is still working on getting an online payment method set up.
b. Welcoming -Aloysia Mitchell – No report she was not present
c. Call Em All – Bob - He reported that when Aloysia gives him information on new residents he adds them to the list. He did not use call em all for a reminder of the meeting as he did not want to spend the money as he knew the funds in account were low.

V. OLD BUSINESS
a. April 18, general waste dumpster, 9 – noon - need volunteers- Bob has reached out to the city to get us signed up. He has not heard back yet. He mentioned we will need volunteers to help on that day.
b May 16, Annual Business Meeting, AMT 9 – noon – Bob asked Rachael to reserve the larger room for the annual meeting.
c. June 20, Garage Sales- Will be held on Saturday June 20th 9:00 – 3:00
d. Aug 8, Summer Landscaping Award Contest – The Billings have volunteered to be our judges again his year. We appreciate their willingness to continue to do this for us.
e. Need section directors for sections 1 and 4- Bob mentioned that we need section directors, but he does not know how we are going to reach out to get them. It was mentioned to put that request on the website. He was also disappointed with how the attendance has been at the meetings. It was stated that this is something we all can help with by reaching out to our neighbors to come join us at the meeting.

Ron stated that Bob does a lot of work on getting things prepared for the meetings and that his work is very much appreciated, all agreed.

VI. NEW BUSINESS-
a. City of Peoria – Mini Grant Program Rachael stated that the City of Peoria is offering mini grants again for neighborhood associations and that we should never pass up free money. She read off the eligible uses for the funds which are listed below.
Eligible projects include:
• Security cameras
• Block parties
• Tree-plantings (non-fruit bearing) and landscaping
• Public space improvements such as benches, picnic tables, shelters, or pergolas
• Outreach
• Placemaking
• Public art
Some suggestions for the use of the funds were: Ron mentioned that we may want to look at getting those large boulders again that were once at the entrance of Gilbert to protect the sign. Marla mentioned possibly getting a bench installed somewhere along the trail that leads from the park up to Sterling. Rachael mentioned possibly using some of the funds to get a few more signs so that we can notify residents of our meetings and the other events we have that are repeated and possibly help with the ongoing cost of the website. Julie asked if anyone knew who was taking care of the flowers at the entrance of Lehman Rd., no one knew.
b. City Councilperson – Denise Jackson – gave a brief update of the lawsuit with the Paradise Gambling Boat. That has been dropped as they no longer will be making it a land-based expansion. She also briefly mentioned what she knew about the closing of the Empire Lounge. They are officially closed. She also mentioned that she is talking with the City Manager about a possible TIF being established to help spark business development along Sterling before things get bad.
National Night Out will be Tuesday August 4 from 4-7. Karen will be leading the charge again this year. She reported that she was going to cut back on cost. Forrest Park Nature Center was $150. It was suggested by Barbara to possibly have unique twist instead this year. Also, she mentioned to possibly save money maybe we would promote local businesses that live in our neighborhood like popcorn heaven and Sweet Cakes by Rachael to be a part of the event. Chris suggested for her to not cut back due to the balance seen in the bank account as we were able to cover the bills last year and hope to get in more dues this year. Steven offered to cook the hotdogs again. Rachael mentioned that we could carve out some of the mini grant funds to help since “block parties” is one of the eligible expenses.
VII. Open floor for general discussion/Announcements- The topic of insurance was discussed again and a mention that we need to update our by-laws as the current ones do no state that we have co-presidents. Bob asked that those two items be put on the April Agenda along with election of new officers.

This year 69 residents have paid their dues, which is only 17% - 18%. He mentioned that most of the dues paid is by residents who have been in the neighborhood for 14 plus years. Aloysia asked about possibly not waving that first year for new residents. Bob asked that the question be discussed under new business.

b. Welcoming -Aloysia Mitchell reported that 3 homes had been sold: 2819 N. Lehman Road, 2535 N. Rockwood Dr. and 2816 N. Kingston Drive. Aloysia stated that there have been consistently 2-3 new homes purchased between meetings.

c. Call Em All – Bob stated that he has added every phone number and email address to the data base for the call em all.

V. OLD BUSINESS
a. Website Status – Steve Contos stated that as far as he knows the website is up and running. The bill for the website has been paid and that was confirmed by Hosea. Bob would like to add a section that would show services offered in the neighborhood or services needed. So that more people would look to the website for help. Bob also stated that he was able to send out emails to all the 70 plus names he had in the data base to let them know about the meeting. He had not seen that option before.

b. Update on Mini Grant – Aloysia stated that December 19th is the deadline to use up the small balance that we have left. Rachael reported that the grant was broken into 3 parts, Website, Fall Festival and Landscaping. Marguerite & Chris stated that they already turned in all receipts from fall festival/cleanup.

He wants to see what the details are in the coverage to make sure we have what we need. The currently policy is expiring the end of July.

VI. NEW BUSINESS
a. Dumpster Date- Fall clean up – Bob stated that we will plan for a spring 2026 general clean up. Steve asked about electronics pick up day.
b. Holiday lighting contest- The Billings will do the judging. They wanted to increase the number of awards, but our budget will not allow that at this time. We currently give out 3- $25 gift cards to the winners. Aloysia asked if the judges would take pictures so they can get put on the website.
c. Section Director open positions (Sections 2 & 4) – Need volunteers
d. Proposed 2025-2026 budget – Chris referenced the portion of the handout that is in the green (see attached) Its marked proposed Budget May 2025-May 2026. Chris is still working out kinks when looking to see what platform would be best to accept payments for dues online. He will report back once he finds what is most secure site. That feature will be a plus for our website. Chris proceeded to go over each line item on the proposed budget. Consensus was to accept the proposed budget.

VII. Open floor for general discussion/Announcements
Hosea Washington made a motion to make the dues optional on 1st year for new residents. Aloysia seconded. Hosea asked about possibly having our businesses pay neighborhood association dues for more revenue. It was also mentioned that maybe they purchase an add on our website and or put coupons on our website.

Council Woman Denise Jackson just gave a brief update on some city business. Most important thing is that budget was passed and no fee increases. They are possibly looking into having some benefits to attract new businesses to neighborhoods that have blighted shopping area.
